i love constantly getting a team that all goes 12-20 except me and the other teams like 25-20 5 games in a row in csgo.  feels good to always get the .poo. team mates
Basically sums up why I stopped playing, but as a league player I definitely know your pain.

As a *pretty much any team-based game* player I know your pain.

But can at least 30% of my games have a decent team?

This sounds a lot like "elo hell" in league of legends. So let me point at a few things that my friend told me.
1. Bad players are more likely to be on the enemy team. If it is 5v5 and you take one slot. So there are 4 chances of the bad players on your team and 5 chances for them the be on the other.
2. We(humans) tend to focus on the negatives, this means you are more likely to remember the lost matches. so you can feel like you are having .poo. matches more then you really are.
3. Get-gud and carry those bad players. The teams are small which means a skilled player can pick up the slack.

Hope this helps.

I agree with you except for the last bit. That's true for some games, like shooters, but for any MOBA (league, smite) how your teammates are doing directly effects how your enemies are doing. If you personally are doing very well you will be much stronger, but if your teammates are doing poorly your enemies will also be stronger. This results in games with 1-2 very powerful players vs 3-4 very powerful players. It usually gets to a point where your underpowered teammates (or sometimes enemies) be more more like fodder for damage to be directed to, rather than being productive in fights by providing damage or crowd control.

Agreed. But I will point out that tasby was talking about cs:go, a shooter.

Don't read too far into things, man...

The future is clouded.

So is the sky, but it is still worth looking at.
