I completely agree with this, as long as I understand the wording. I believe he is tryin to say that because God exists and He could change the future, the past, or the present if He wanted to, He chooses not to because that is simply part of His nature, therefore divine preordination or God's plan exists as does our free will. Although our free will only exists because it is decreed by God
In fact!, free will is part of His plan, therefore free will CANNOT exist without divine preordation.

Wrong. Free will is described as (in the sense we are usin it) the ability to choose who to follow as a god, these choices being Satan and God. But it can also be described as  the ability to make and execute decisions upon a thought or action stemming from yourself at any given moment in time. Although, because the divine being we speak of declares that we will have free will, it is true. This applies wether it makes sense to us or not. It simply is.
