I completely agree with this, as long as I understand the wording. I believe he is tryin to say that because God exists and He could change the future, the past, or the present if He wanted to, He chooses not to because that is simply part of His nature, therefore divine preordination or God's plan exists as does our free will. Although our free will only exists because it is decreed by God

Yep. You get the point. If free will exists, I believe the divine has it as well. Sadly, we cannot comprehend what an omniscient, omnipotent, omnipresent being would think. To make up for that we personify God. We feel like we can relate.
