Because Force was an uncommon. Uncommons were removed from the Reserved List in 2002, however, Force was never on the list.

Last time they tried to make playable worse versions of a P9 card didn't end too well. ({treasure cruise} ended up very banned)

To be fair, that wasn't the last time they tried. They gave us {Days' Undoing} in Origins. People tried to break it, but it turns out that draw sevens that guarantee that your opponent get to use their cards first without some serious hoop-jumping are quite bad.
