Yeah, pretty much. Here is what Doug said on his blog about the topic: http://tmblr.co/ZUrCEt17vx4zF The important take away is that we can't get an Eldrazi planeswalker card.

The Eldrazi do traverse the Blind Eternities and they are able to move from plane to plane. In a nit-picky technical sense I wouldn't use the term "planeswalkers" for them, though, as I don't think that they have "sparks," and I don't think they possess sentience in the way we think of it. They don't grow up with unignited sparks and eventually gain the power to planeswalk, and all that.

It's kind of like, a car is a vehicle that can move from place to place, and so is an airplane. So is an airplane basically a car? I mean, if you really squint and get in a metaphorical mood, then kind of? But the real answer is no, not reallyβ€”it's another kind of thing that can accomplish a similar task. The Eldrazi aren't a subset of the set of all planeswalkers. Planeswalkers and the Eldrazi are both members of the set of all things that can travel from one plane to another.
The  Eldrazi Titans also technically don't manifest on the plane. Only their shadow and their underlings do. What we represented in the cards  {Emrakul, the Aeons Torn}  {Ulamog, the Infinite Gyre} and  {Kozilek, Butcher of Truth} are just their shadows, projections of their power.

Kind of like Nicol Bolas after the cataclysm

How about an ability that whenever an opponent taps a land for mana, you add that mana to your pool, your pool does not empty during phases AND the land doesn't untap to account for the leeching??
