The commander rule restricting what colors can actually be in your deck is annoying. It's unnecessary. The ruling that should matter is "A deck may not generate mana outside its colours. If an effect would generate mana of an illegal colour, it generates colourless mana instead.", then that is it. Hybrid mana could be used in decks that have a different color identity, I don't know why commander has it so that decks that could normally play these cards - cannot do it in this format.
Nothing would really change, besides colorless commanders can include basic lands, and it wouldn't matter. Decks can use hybrid mana, and cards with different colored modes Obelisk of Alara or cards with off color flash back costs - they can't produce the mana, so who cares if you wanna waste a spot on something you can't maximize the effect of?
Anti cards are banned in vintage. Therefore they are banned in edh. The edh format is specifically vintag legal cards minus the cards in th banned list

Honestly the best thing about a colorless general is that you don't have to run basics. There are so many colorless utility lands out there! I'll name a few (sorry if you already have some just listing ones I know)
