Also since EDH is very casual, banned list is really just a guideline. If your playgroup will allow it, go right ahead.

Hmm I've seen plenty of tournaments.

Your both right but at edh sanction tourneys anything on the ban list is not aloud I mean I used a proxy force of will, and in both edh pod tourneys everyone including the judge was okay with it so yah lol

By definition of EDH, technically the P9 are also restricted in Commander too, since you can only have 1 of any card.  Besides, they are diluted over a 100 card deck, and unless you are playing a 5-color commander, you can't include them all anyway.
