Forcing an opponent to discard cards from they're library. It can be a win con. As you know, if you have to draw a card from your library, and there are no cards, you lose. So milling would be to get rid of your opponents library. Also called decking. I believe the term "mill" is from a card. Cant remember which though

Just to be clear, cards aren't exactly "discarded" from the library, so things like {Millstone} won't work with {Liliana's Caress}.  Otherwise all good.
