How do they make the cards

So i was looking throw some cards on the data base, and was think why would they ever let a card like that be printed? I know they have the unglued and sets like that. But other then them how do they play test and still not realize that the card is broken. A good example is the {memory jar}.

If you haven't noticed, urza block artifacts are op. but that's how the storyline made them.

Urza block had some great art in it.

Unlike today, there were only a small number of designers and developers. They were still blazing new design territory and were trying new things.  It's always easier to look back and say "that's broken" by today's yardstick, but at the time, there were lots of other forces at work too.

Fwiw Urza's block was actually designed to be an enchantment block, but that was before R&D and Creative really worked together.
