They have to purchase the boosters beforehand and hope that enough people buy/ draft those packs to pay for their purchase in tine for the bills.

and then they put the rest on the shelves to sell.  Smaller, start up stores might have a little trouble in the beginning, but established places usually have a good idea of the numbers.

^^ this plus my store takes a cheaper (5$) to Pre register and charges people who show up that day the extra to encourage Pre registering.
