How many rares are there?!???! It seems like every friggin card is at rare. Why the heck is {Disperse} (Cyclonic Rift) printed at rare? Even New World Order isn't an excuse, put it at uncommon.

Umm, a one sided {Upheaval} wrapped in the flexibility of a {Disperse}?  Put it at common!

There's no {R} flavor to it though.

My guess, either:

{Hot-Swap} {2}{U}{R}
Sorcery
{Hot-Swap} can't be countered by spells or abilities.
Until end of turn, gain control of target non-land permanent.  Untap it.  If its a creature, it gains haste.
{5}{U}{R} Overload.
