{Index} doesn't cantrip, but it does make Miracles even cooler.

And might make {Temporal Mastery} playable.

I think {index} is less powerful than {ponder} and {preordain} since you don't get to draw a card.  Yes you can rearrange 5 instead of 3 or just scrying 2.
