This see standard for play for sure.

{lingering souls} equals 2 1/1 spirits and a 2/2 drake. Oh yeah. {think twice} draw a card put a 2/2 drake into play too? Get em while you can kids.

You can cast it pretty easily in Vintage Multiplayer, which is who this is for, I'm sure.  {Mana Flare}, {Seething Song}, {Mana Geyser}, even {Arcane Melee}.

It's not going to see any table time in Standard, IMO.
{Worldgorger Dragon} anyone?   Even {Soulgorger Orgg} would be funny.  O-ring a hasty guy.

Okay, but then what?  Next hit wins?  I don't know if goblins would have a game plan for this except praying for a better draw than your opponent.

It looks like a Johnny card to me, and I want some.
