Does not really work that way.  Someone pays mana when they announce a spell or ability....therefore they can cast their spell or ability before you can cast.  The best way, IMO, to use {mana short} would be on their upkeep.

When your friend spends 5-10 minutes debating sacing his field to give vampire aristocrat a buff big enough to kill you wall of denial and then you flash in an o ring on his vamp.

Also: When another freimd is playing soul sisters and five times he goes up to 100 life points you use sorrin's -3 and every time he kills it you use elixir of immortality. We didn't even finish game 1 before the hour of time was up.
