Flip card color identity

So, let's just say I have a blue and white commander deck. Does the new Avacyn technically have a white and red color identity despite there being no red mana costs?  Same goes for  {Garruk Relentless}.  Could I use him in a mono green commander deck?

The color indicator gives the back of a double sided card a color. This color is included in the color identity. EG {Elbrus, the binding blade} has a B identity due to the demon side.  {Garruk Relentless} is BG due to the B/G Veilcursed side.
