Can a {Welding Jar} regenerate any artifact in an event of {Shatterstorm}?

No, as shatterstorm says "they can't be regenerated".

Oops, I should have read shatterstorm first. How about an overload {Vandalblast}?

Yep! You can sac Welding Jar in response to his Vandalblast, to regenerate an artifact of your choosing.
