Can someone explain {Serum Powder}? I don't understand the second part. I thought the only time you can call mulligan was at the very beginning of the game.

If it's in your opening hand you can mulligan for the same number of cards by exiling your current hand. This has to be your opening hand though

Because it's still a spell you can cast?  I /does/ tap for mana you know!  It's a bad mana rock with a really sweet, unique ability that functions before the game even starts.

Because it's also an artifact that can tap for mana.

It has two effects: one that functions when it's on the field, and one that only functions when it's in your opening hand AND you decide to mulligan at that time.

It's basically a mana rock with another ability.
