Yeah, the good ol' can I drop debate. The answer is yes, he can drop. It's not a matter of being illegal from "theft of cards" it's a matter of being a douche and having a tarnish on your reputation
The place that ran the draft has a no drop policy during the initial draft part.

I don't consider not wanting to give away $150 being a douche... but that's beside the point. I was wondering about the store's policy.

They could easily get in trouble with WotC for doing that.  There is nothing in the rules that allows a store to prevent a player for leaving for whatever reason.  In fact, for our drafts, the floor judge explicitly stated that you COULD drop at any time if you like the cards in hand.

It's a policy that states that the cards belong to the store until you have played at least one game with them in your posession. This way it is considered theft of store property.

If this event was sanctioned as a draft, it's BS and they can't do that

I think that's against wotc official policies. They could get in trouble for it.

This basically means you get banned from the store. Not that they will take legal action against you. This is perfectly fine and allowed under WOTC but still gives people a real reason not to drop from these events because of somethIng stupid like that. It's worked so far, so I'd expect it to continue to work

Yea the store can definitely do this. They can't actually touch your dci number, but they certainly have the right to make dropping=banning.
