so is it fair to say that Dragonlord Atarka would whoop on Nicol Bolas for days?

Maybe in game. But lore-wise??? What are you smoking???
Atarka is a brainless, gluttonous slob that can't think beyond her nose.
Bolas has controlled and manipulated planeswalkers, caused the 5 Shards of Alara to converge, re-released the Eldrazi and has lived for tens of thousands of years. He created a freaking time rift in his first planeswalker battle. His touch destroys your mind.
He reads libraries. Can Atarka do that?

The thing I love about Bolas, is, with all his power, he is still a minuscule version of his old self from before the cataclysm

Nicol Bolas is one of the most powerful beings in the multiverse.
Atarka is just a big Dragon.

Bolas will fly past atarka, knock out all the spells and then turn atarka to a frog and eat him.

Even game wise {Nicol Bolas} will defeat {dragon lord Atarka}. Remember that hand you cast him from? Gone now. Atarka will hit the grave before he even sees play.

{Nicol Bolas} comes down a turn later. Just sayin. But there's {Nicol Bolas, Planeswalker} who'd just control Atarak. Or {Slave of Bolas}. Or {Cruel Ultimatuim}.

At least {Atarak's Command} might be playable one day.

Back to Bolas.
He's 25,000 years old. His family won the elder dragon war. They then proceeded to remove the losers limbs creating wurms.
1,280 years ago beat up Ugin, source of Atarka's power. Manipulated Yasova into releasing ancient temur magics that turned the dragon tempests against Ugin. In the Khans timeline, that was lethal.
But wait there's more. Present day Tarkir, in the Khans timeline, Sarkhan goes mad from lack of dragons, and the voice of dead Ugin. Planewalks to find dragons, and winds up in Grixis, serving Bolas. Coincidence? I think not.
The events of Fate ReForged occurs, where Sarkhan saves Ugin, restoring dragons to Tarkir. So why did Bolas ever kill Ugin?
Theory 1: Because he can.
Theory 2: On the plane of Zendikar, Ugin used the Ghostfire to seal away the Eldrazi. Ugin wouldn't ever release the Eldrazi on his own, because he's such a nice guy. Sarkhan, on the other hand, is crazy and has no memory of the Eldrazi (sealed away 6,000 years ago). Bolas sends Sarkhan, and tricks Chandra and Jace, into the Eye of Ugin, where the seal that holds the Eldrazi is located.
TL;DR Bolas had a plan to unleash the Eldrazi, that took 1,280+ years to come full circle. And destroyed Atarka in a timeline that he also destroyed.
That story is longer than I can remember at one time. Please tell me if I skipped over anything important.

Anyone ever read Test of Metal? It's mainly about tezzeret but the very end reminds you just how powerful Bolas really is

And how powerful he is now is only a fraction of how powerful he used to be...
On another note: I don't think Neo-Walker can create planes. Pre-Mending, walkers, they could... Mirrodin, Phyrexia

Serra's Realm is an example of what happens to a created plane, my wuestion is why did Karn's plane (Argentum/Mirroden) succeed where Serra's realm failed?
And let us not forget that there are still pre-mending walkers hanging out... Sorin Markov, Nahiri and Ugin are are old enough if im not mistaken, Karn lost Glacien's/Urzas spark but gained neo-walker Venser's spark
Artificial planes need constant monitering... This could be why Phyrexia and Mirrodin survive...
But who knows?

And Memnarch used to watch over Mirroden after Karn had watched over Argentum, but now who is the steward?\ with the phyrexian presense?
Yawgmoth didn't make Phyrexia... Phyrexian was already there when he found it... But he did make it into what it became...
It wasn't always a violent, infected place...
