Does that work? Or nay? I thought it did, but now that I think about it, it really shouldn't. Unless I'm crazy. Am I crazy?

Permanents only exist on the battlefield.  Anywhere else, they're only cards.  Prince of Thralls only triggers when Permanents go to the graveyard from the battlefield, since that's the only place they exist as permanents.

Wouldn't this make {Genesis Wave} a terrible card then?

"Any number of permanent CARDS" on {genesis wave}. Permanent cards exist everywhere, permanents only on the field.

That's the one. The cards are always their card type (artifact, creature, instant, for examples), and the types that are eligible to be permanents are always permanent cards. But they don't become physical permanents until the are put into play
