I think we should look at them side by side to figure out which might be better for your deck:

Mana cost: slight edge to {Chandra the Firebrand}, as {3}{R} is a little easier in a 3 color deck. That said, it is your base color.

First ability: {Chandra Pyromaster} gets the edge here, as it gets to essentially do twice what the firebrand does.

Second ability: this is really the crux of it isn't it? The thing I always like to remember about copying spells (especially those you control) is that you're investing mana into the copy spell. If you spend 4 mana on Chandra the Firebrand to copy a {Boros Charm} costing {R}{W}, you just spent twice as much on the copy as the original spell. The copy effect only really gets valuable when you copy something expensive like {Opportunity}. So is the 0 ability of Pyromaster ideal? Not really. But in a tight situation, she digs you one deeper into your deck, giving you the edge you need to put away your opponent.

I won't really compare the final ability, because both are really just "Win More" to a burn deck.

While it is a matter of opinion, theoretically until you have no cards left in your library it does not matter which cards you exile. If your deck is shuffled enough, you're just as likely to exile something good that you can't play as you are to exile a useless land and dig yourself one card closer to whatever will win you the game. There's no downside. Still, it does feel really bad to exile something that's useful but uncastable. Matter of opinion.

I completely agree.
If so, then think about the fact that Pyromaster essentially makes you draw 1.5-2 cards per turn (1.5 because sometimes it isn't castable). Drawing more cards than your opponent tends to make you win, winning is good. :D

It's pretty simple, you 0 Chandra before you use your mana for anything else and before you play a land. That way it is draw a card as Chandra is they highest thing on your curve, so no matter what you get from the exile you can cast/play it. Want to use your mana for a spell you already have in your hand? +1 Chandra. It's still one damage. It's win win. {Chandra, the Firebrand} isn't bad, it's just not quite "good enough". You don't want to be paying 4 mana for one damage in this kind of deck. Four mana for one damage then copying a spell isn't bad but still. {Chandra, Pyromaster} is almost strictly better than {Chandra, the Firebrand}. Unless you're casting {Searing Wind} and other insane stuff Pyromaster is the best bet.

I'm going to be picky and say that isn't the correct definition of strictly better, but I completely agree.
