Looking for a control Blue and white deck

Never really played legacy but I'm trying to get a control deck for local competitions.  Any suggestions?

It takes a bank roll if you are playing anything with {U}.  Manaless dredge is cheap if you want to try out the format.  Maybe even borrow a friend's deck if possible
