How do I read this? What so each of the fractions represent? Murderous Cut being only one to get an A, let alone 2. Is A a good thing on this scale?

Basically the School Grading Scale
A is Bomb / Removal
B is really good
C is average filler
D is barely playable
F is unplayable
With +/- varying.
The fraction is because there are two people on the podcast and they each give a grade. Most of the time they're the same letter, but sometimes they don't agree.

I usaly use the BREAK system
B= Bomb, a card that can win the game by its self, or has some other feature that gives you a huge advantage
R= removel, a card that can get a bomb or a similar card of the board
E= evasion, a card that is hard to block, ex flying
A= Agro, a card that is cheep to cast, and can swing for damage fast
K= Krap, a card that is unusable

Several of the LR episodes have been spent debunking this for a variety of reasons. I recommend listening to Breaking Bread (it's an early one.)

Going off of this alone can run you into trouble though. There's a lot of nuance that you miss if you skip the episode and go for the chart alone.

Its also important to remember that LR is released before anyone really plays with the set (aside from the pre-prerelease), so there can be a lot wrong with it. For example, the Theros podcast thought heroic was bad....
