I mean I got a foil russian kiora....when I ordered a Russian kiora.... $140 price difference

This could be an amateur seller who received cards from a sibling, friend, etc and didn't know any better about the price.
OR it could be fake.
OR, since they were a low rated seller, they included a high price card for (possibly) the first buyer.
Nobody will know until it is checked for errors.

The note? That's a little suspicious asking for a good rate. He might just want more people to buy his cards, who knows.

I don't think it's unreasonable. It's a useless card to him and all he wants is a good rating so what's the problem in that :D

True but who on earth wants a foil Tombstalker. That's a card that would never sell ever .. To him he probably got it for $5-$10 so it's meaningless to him
