Commander question

If creatures such as gods can be commanders even though when cast are enchantments or creatures like that become legendary under certain conditions. Can a card that is always legendary but becomes a creature become a commander? Elbrus is the first one that comes to mind.

No. The commander has to be a creature while in the command zone. As long as The gods aren't on the battlefield, they are considered creatures.
