My 8 rack doesn't have bob or planeswalkers. Probably better with them but does fine without.

Well that's the thing Bob and Lili make the deck that much better.

Depending on your meta infect is a cheaper budget deck. Inkmoth is the most expensive card.

Mono green fetches aren't needed. Neither is noble. U/g is the best infect form an the deck can be built with about fifty bucks. Less if you already have the pump spells.

Remillo

The modern event deck isn't too bad if you can stand to dump another 200-300 in to it.  Okay, so that isn't exactly budget.

Burn is usually one of the cheapest decks you can build in any format, especially if you build it without fetch lands.  It's slightly less consistent without them, but should work just as well.

Do you really need fetches for a burn deck?  I know it thins the deck a little, but it should consist of relatively cheap creatures and spells to get you going for a quick kill.

Fetches feed your lacamancer that's why there used

If we're going to say that a deck that runs 4x Karn and at least 1 Emrakul is on the cheap side, we can throw Affinity in to this list.  Most expensive thing are the set of Mox Opals.

Goblins is cheap. And 8 rack can be cheap. {neceogen mists} is a cheap alternative to liliana and {phyrexian arena} is a cheaper alternative to dark confidant. Thoughtseize can be replaced by inquisition or even duress if you really want to go budget. The only thing that is not replaceable though is {ensnaring bridge}. My 8 rack deck has the playset of ensnaring bridge costing significantly more than the rest of the deck combined.
