What is the best one, been wanting to get one for a while and have 3 in mind:
Evasive manoeuvres
power hungry
mind seize

It depends what colors you like. Mind seize still has the most expensive cards

I play red White,  whote green, blue black but which is the best for a beginner I.e. most competitive

There's not a lot of big creatures but not a lot of counter spells. Mainly  based on who you choose as commander out of the 3

If you can buy the mind seize for same price do it. You can trade/sell {True-Name Nemesis} and basically pay for the other.

As to the original oster, I have a majority of the cards left over from when they had the c13 for 5$ at target. I bought 30+, so yeah I can send cards to you if you need them to start the deck up, or you can just go and try and buy the precon if you don't feel like homebrewing
