Can somebody explain this simply?  If  have a PW with 3 counters on him and I proliferate, do I go up to 6 or 4?

With proliferate, you chose one type of counter on any number of permanents or players and add one more.

Does that mean if I have one permanent with +1/+1 counters on him and the opponent has a permanent with a -1/-1 counter I can give mine another +1/+1 counter and his another -1/-1 counter when I proliferate?

4, because you only add one Of the counters
