My opponent during my turn played a go for the throat on my bloodline keeper it no longer had summoning sickness so I tapped it to create a vampire he then in response used Gideon law keeper to tap my bloodline keeper that I had already tapped on the stack is the vampire created?

Also if he played go for throat then I tap the keeper to create a vampire and he played another go for throat would the vampire be created?

You will get the token from {Bloodline Keeper} since your opponent declared {Gideon's Lawkeeper}'s ability after you declared yours. Basically, tapping is a cost for the effect to go on the stack. Once the ability goes on the stack, your Keeper is already tapped. In your scenario, your opponent's Lawkeeper is targeting a tapped creature. In which case, the stack will have Lawkeeper goes first, which does really nothing as stated in the last sentence. Then your Keeper ability goes on the stack and resolves, giving you the token.
In the other case, simply once you used the Keeper's activated ability, it goes on the stack. This implies that the source of that ability does not need to be alive for it to resolve, so the second {Go for the Throat} is being wasted as your Keeper's token creating ability will resolve after the GFTT destroys the Keeper (the last GFTT will fizzle out).

Once you tap for it's ability it will go on the stack and eventually resolve he really didn't need to cast another go for the throat
