Contagion engine vs planeswalkers/creatures

I have been wondering if you use the minus effect of planeswalker are there minus counters on it for contagion engine to add more onto?
I was wondering the same for creatures?
Also if a creature receives a -1 then get two +1's is the -1 still there for contagion engine to use?
All of these are tied together off of contagion engine=]

When you use a planeswalkers'  ability you use up counters, but these counters are not negative counters

Although a +1 counter negates a -1 counter math wise, they are both separate counters.

Proliferate increases the number of counters
So if you were to proliferate something with 2 different counters (-1) (+1) you would get an additional counter of each

So two -1s and two +1s

So contagion engines tap ability does work on planeswalkers also the wording says permanents so it would work for enchantments as well I do believe so in all a decent card

This is incorrect

As stated in (citing rule in a moment) +1/+1 counters and -1/-1 counters negate and are REMOVED

704.5r: If a permanent has both a +1/+1 counter and a -1/-1 counter on it, N +1/+1 and N -1/-1 counters are removed from it, where N is the smaller of the number of +1/+1 and -1/-1 counters on it.

Also, relevant ruling:

602.1a: The activation cost is everything before the colon (:). An ability's activation cost must be paid by the player who is activating it.
Example: The activation cost of an ability that reads "{2}, {T}: You gain 1 life" is two mana of any type plus tapping the permanent that has the ability.

If you'll notice on, let's say {Tibalt, the Fiend-Blooded} (because lol he suck), there's a tiny colon right after the whole loyalty counter thing. The cost for a planeswalker's activated ability is to add or remove loyalty counters from it. So yeah.
