{Master of Waves} is too slow for legacy. {Ponder} and {Vapor Snag} aren't the best for.this deck either. {Remand} is terrible in legacy. I suggest running {Silvergill Adept} {Merrow Rejerrey} and {Phantasmal Image}. {Force of Will} and {Daze} are also great counters. I run two {Spell Snare} mb as well

^This^ {Merrow Reejerey} is a little slow, but {silvergill adept} is the best creature in the deck.

This is far too slow for Legacy. Legacy decks have playsets of both {Force of Will} and {Daze} for counter. Go to starcitygames.com and go to the decks tab. From there go under Legacy and look at any of the Merfolk decks used in those tournaments. You could also google Legacy Merfolk decks but the ones in starcity are from tournaments and you can see where they placed and how they placed against certain decks.

Looks good. However, you really don't need the seas in Legacy, as most decks will have an island of some type in play 90% of the time

I agree. My suggestion:
-4 {Spreading Seas}
+1 {Phantasmal Image}
+3 {Merrow Reejery}

Merrow Reejery can be super helpful. Helps you dump your hand pretty quickly. You can also knock off two Islands if you wanted. Most legacy-folk decks run 12 Islands. You could replace them with a counter such as {Spell Pierce} or {Spell Snare}.

Just updated with more Legacy type cards. Still iffy on spreading seas though

I for sure wouldn't mb it. I don't even sb any myself. But if you want I would suggest maybe trying to put 1-2 sb tops. Most decks in legacy run blue so that shouldn't be a huge issue.

If you're really worried you could always run them in the SB, but most people will have at least 1 island. Other SB options include {Umezawa's Jitte}, {Back to Basics} and {Hydroblast}/{Blue Elemental Blast} if you expect a lot of {R}.

Not really necessary. Your curve is pretty low in fishes you don't need. Plus the {AEther Vial} helps with that as well.
