Still cheaper than steal spells actually cost.  Remember that you keep the artifact after you take it with Dack.  Any control magic effect that costs less than 4 mana is actually just an Act of Treason.  Here, you get to steal a problematic artifact, be it a Batterskull, Jitte, Sword, he'll, even a Cranial Plating or an Artifact land.  Legacy has so many great targets for his -2, he's going to be awesome.  Even if he just steals something and dies, that's some fun advantage you get.  In EDH, dropping him turn 3 almost guarantees that you nab a Mana Rock and +1 him out of danger fairly quickly.
Careful Study/Faithless Looting every turn is nothing to laugh at, either.  In draft, where we'll be seeing him most (Conspiracy and Cube), that can find you what you need incredibly quickly.  If you draft something in the Reanimator archetype, he also allows you to just dump things in to your graveyard.  In EDH, it's still powerful.  Filtering through unneeded cards each turn and Grixis Reanimator filling the graveyard are pretty strong.
His Ult is hilarious.  We'll never see it happen in Legacy, but EDH might see it more often.  It turns any sort of removal, burn, or even Auras in to steal spells.  He goes great with removal that specifies 'you don't control' or 'an opponent controls', since the original spell will fizzle once you nab the creature.  With any hard removal, it allows you to nab the creature, then kill it, giving you control over any dies/leaves the battlefield triggers.  Or combo him with Curse of the Swine.  Steal all your guys, then turn them in to Pigs.

Dack is sweet.

Not to mention, you can Path or Swords something, and YOU get the benefit.

Doesn't Target.  A spell will only trigger the Emblem's ability if it specifically has the word "Target" in the text.

Actually, that's how someone got MaRo to confirm the card. They asked if {Tarmagoyf}'s reminder text would receive an errata and he said no, because reminder text just has to be correct at the time of the printing, but doesn't matter after.

Again, NOT EVERY CARD IS MADE FOR STANDARD AND MODERN. In fact, this set won't even be legal in either of those formats. He is still decent in Limited because he is a 4 drop 2/4 flyer, even if you cant use the blinking.
