If a player cast a planeswalker, in response I {cyclonic rift} it. Do they still get to use it's ability before it goes back to their hand?

I have a specific question involving this. I understand that that's how it works, but in the instance of

{Garruk Relentless}'s middle ability


So once say, {Cyclonic Rift} resolved, Garruk would no longer be in play correct? Does he still deal the damage as normal?
