What is karma stalking?

Haven't heard the term myself, but I assume it's either some who is giving neg karma to a user every 23 hours due to a grudge OR giving neg karma to every one on a particular thread they don't like. Or both. Why?

Or stalk peoples karma, not changing it but to see if they're getting a lot of hate in a weird way and notify the mod. I do that

This. It's the term I gave to "stalking" one person/thread and repeatedly slamming their karma due to a personal grudge, vendetta, dislike of that person/thread, etc. This is an abuse of the system and an act of intentional harm and I won't stand for it.
