Is there a way to search for Hybrid color CMC like  {Nightveil Specter} but just by narrowing down the search? Like I'm trying to find devotion creatures/permanents

Yep. In Card Filter, select the colours you want and flick both switches below the colour choices.
Unfortunately it won't be just Hybrids, it will also be golden bordered cards but that's the closet to your need.
