Not on that turn, no. It will be be summoning sick if it has not been under your control at the beginning of the turn (untap step). This does include mind control effects, and is why {act of treason} type spells and effects always give haste.

Correct, the flipped side of Transformed flip cards have no mana card, and therefor are considered a 0 CMC. You can blow any of them up with a 0-counter {ratchet bomb}, even {Garruk,, Veil Cursed}
