Max hand size/discard

If I were to have no max hand size due to  {Tamiyo, the Moon Sage}'s emblem, could I still discard my hand as much as I wanted during cleanup step.  I just want to know if I could and then {psychic spiral} on my opponents turn for a huge mill.

Though it would work because I could always bring back any card I need, don't think it would help in the long run, deck is already pretty much built.  Thank you though.

The thing is, whenever you discard a card, it goes back to your hand. There's no way this could work in standard once Tammy's emblem is out.

"May" bring it back to your hand.
