You can cast them. But they'll fizzle as there are no valid targets.

No. You can not cast it period. You can announce it, but when you pick a mode and then targets if you dont have one then you put it back in your hand and proceed with the game.

Casting order:
Announce
Mode
Target
Cost increase
Cost decrease
Pay mana
Place on stack (cast)

Pick a mode? Never heard of this. Can you elaborate?

Has 3 modes. You have to pick the mode so you know what is a legal target. You cant deal 2 damage to a spell or counter a permanent. Also the mode tells you if you even need a target such as draw 2 discard 2.

Some spells have modes, or options that need chosen upon casting. The best example that comes to mind is the Lorwyn Commands. Take {Cryptic Command} for example. Notice the choose 2 followed by all of the 'or' options. This is it's mode. after you announce the spell, you choose it's mode (select the options) first.

Ah, okay. I honestly thought you could cast any spell, even if there was no valid target. That the spell would just fizzle. Good to know.
