If {breath of fury} is attached to a creature and it deals combat damage to a player and you also have {precinct captain} attacking and also deals combat damage to a player can you then attach {breath of fury} to the token that will generate {precinct captain} this turn?

Yes. As both abilities go off simultaneously and are controlled by you, you can decide which resolves first, make a token, then attach the aura.
