My only question is does  {Hidden Strings} ability go on the stack at the end of combat phase or does it go on at the beginning of the second main phase? For the game to go to the next phase the stack has to be empty ( I think at least) and any mana in the mana pool is emptied. But now that I think about it again I think you meant to put it on like a  {Guttersnipe}, or  {Zhur-Taa Druid}. That being the case, I can't come up with an argument.

Cipher says when the creature deals combat damage, so I'm thinking its before the combat phase ends, meaning you have to use your infinite mana to cast instants and flash spells.

Needing to be instants, you can probably only use 'X' burn spells. {Aurelia's Fury} or {Volcanic Geyser} are probably your best options for standard.
(Unless you can play {Quicken} or {Savage Summoning} first)

I thought you could pull this off when the cipher effect triggered...is that not the case?

You can when it triggers, but it triggers during the combat phase, you can't cast creatures during the combat phase (unless they have flash of course), and your mana pool empties going from phase to phase. So put it on something that will deal damage during you main phase's, problem solved.

Doesn't cipher require combat damage? Then it seems difficult to make it workable during main phase.

And you are right, I thought it was simply damage. We're back to instants now. So this is doable, just have to set up the right combo.  {Garruk's Horde}  or  {Yeva, Nature's Herald} combined with this would work out well.

I agree, have it out and cipher'd on an unblockable, but have either yeva or garruk's horde out so your creatures have flash. This way you can cast them during combat and use the mana your creating. Otherwise you can create a billion mana, that goes away at the end of combat.

I don't think flash really does anything here

It does because it gives you an additional way to use your mana during the combat phase.
