What decks are good right now that around $150 or less? I'm looking to make a Gruul ramp deck, but if they don't print enough mana dorks in M14 then I need another choice so it stays with rotation. I'm looking for ~$150, competitive, and mostly rotation-friendly.

Rakdos aggro.  Aside from shocks, it's pretty cheap.

Most mono colored decks will be solid and relatively cheap. The mana base is currently what bumps the price up of so many decks.
Prime example being my mono black heartless deck, currently sitting around $85 in the average price listing.

However if you already have the dual lands you can make a pretty solid deck from any colour base that doesn't have to cost bucket loads of cash.

Also if you do like a deck but not sure how it plays before buying/trading for the cards, proxy it up and see how it goes. That alone will save you money, not having to purchase cards you may never play.

If you want to make a highly competitive deck for only $50, make mono green tempo. The only somewhat pricy things in the deck are {predator ooze}, {wolfir silverheart}, and maybe {vorapede}. If you want to throw down a bit more Garruks will always be helpful. My version has {cavern of souls} as well but those are hardly necessary.

But my roommate has taken my mono green deck to multiple standard events now and placed every time.

Uses things like {young wolf}, {strangleroot Geist} and {rancor}. Also {revenge of the hunted}. And now with dragons maze {skylasher} will make a great sideboard card.

I've tried mono green, but it falls to wraths too easily. Plus, I kinda want to go with the spirit of the block and play a "guild". (as long as its two colors, im fine, but the three color manabases are way too expensive)

Just about any delver based deck turns out to be really cheap and if you get the right build they can be devastating

Mono green is actually very resilient to sweepers:
1 drops:
{Young Wolf}
{Experiment One}
2 drops:
{Strangleroot Geist}
3 drops:
{Predator Ooze}
{Wolfir Avenger}
4 drops:
{Deadbridge Goliath} with scavenge
5 drops:
{Vorapede}

There may be more. But throw a  {Rancor} on those bad boys and you have some nice beats. Add  {Triumph of Ferocity} and you have an engine.

This. Seriously though, if you had trouble with sweepers you were doing it WAY wrong. Mono green might have less trouble with sweepers then any creature based deck in standard. Don't forget the resilience of {rancor} as well!
