If I {snapcaster Mage} one of the new split cards (I think {bound//determined} is one), do I have the option of casting either side or do I have to choose one or can I use fuse?

You can't fuse, because fuse states specifically that it must be cast from your hand in order to fuse. However you will have the option of casting either side you choose.
