My friend wants to make an angels deck what's some good commanders for him to run ?

Depend on his deck's colors. Most Angels are white, so if the deck is mono-white, your angelic legendary options are
{Akroma, Angel of Wrath}
{Avacyn, Angel of Hope}
{Iona, Shield of Emeria}
{Linvala, Keeper of Silence}
{Radiant, Archangel}
{Reya Dawnbringer}
I don't recommend Iona, people tend to not have fun when she is played.

There's a decent number of red-white angels that are legendary to pick from if you want red in the deck also...

{Gisela, Blade of Goldnight}
{Razia, Boros Archangel}
{Tariel, Reckoner of Souls} (+ black as well)
I'm excluding the mono red {Akroma, Angel of Fury}, because mono red is no color for an angel deck - but the card should mentioned as worthy of being included, though not the commander.

There are also a couple of oddball legendary angels to let you use different color combos. If you want a white/blue deck, you have {Bruna, Light of Alabaster}. If you want white/green, you have {Sigarda, Host of Herons} or {Gabriel Angelfire}. For Bant colors, you have {Jenara, Asura of War}.

Look these legendaries over, and pick your color scheme as your first step, then go from there! I like white/red myself.
