[Synergy]Dryad and Cipher

 {Quirion Dryad} then lay down a {Hands of Binding}. Because the way cipher works, everytime you deal damage you are casting the spell again. Not only are you gaining board advantage, you're pumping you're Dryad.

True, but only one time a turn as it states combat damage.
Toss an {infiltrator's magemark} on it and it becomes a whole lot more difficult to deal with.

Then toss a {whispersilk cloak} on the dryad after playing the other spell
Though if you look at the cards, the magemark is more standard than the dryad

Say if I were to cipher  {Paranoid Delusions} onto  {Quirion Dryad}. Would she get 2 counters and mill then?

The dryad would only get a single counter, as it is still a single spell, despite being two colors, and no mill ability, except for you being able to cast the spell again if the dryad deals combat damage.
