{T} Skip your next turn: take another turn after this one. Skip the upkeep of that turn.

{T} target opponent take another turn after there next one: search your library for any card, and add it to your hand. Shuffle your library afterward.

{T} pay 4 life: take another turn after this one. Skip the upkeep of that turn.

"he can fold, slow down, or speed up time...where did you say he studied again?"

(with the first ability, basically you take 2 turns, then your opponent takes 2 turns.)

Um the first combo makes it a win con. If you take an extra turn and use its ability, you can take another. Then another. Then another. You have infinite turns. Too OP.

Possibly he meant skip the untap step? Also the correct wording would be closer to take an extra turn after this one, then skip the following turn.

If you read it closely you'll see I said "skip your next upkeep" on the first ability to prevent that. You can do that with the second ability. But you lose 1/5 of the total Starting life, and your hand doesn't grow on that turn

But you do have a point, so I changed it.

Or just add "time manipulator does not Untap on your next Untap step." to the end of the first ability.

Or just add "time manipulator does not Untap on your next Untap step." to the end of the first ability.
If that was the case, he could still untap it through a vast array if means, like {staff of domination} I believe would work

Giving an opponent an extra turn for a card to just to be put in your hand doesn't seem fair. Mayb if it was cast without paying the mana cost . . .

Because there are still ways to counter split second. One is morph which doesn't use the stack and the is {counter balance}.

If the spell doesn't use the stack it doesn't exist to the existing triggers and counter spells so can't be stopped.
