Meh. Not worth it. I'd rather have a  {Preordain} or a  {Ponder} You have more options this way in case you don't like any of the cards. It's not horrible, just not the best at what it is.

Could be good late game if you have the mana to cast whatever you draw, or in a deck where you try to put cards into your graveyard. Still though, for both situations there are better cards you could use. I wouldn't run this in a deck.

Personally don't think it's particularly useful considering you're still paying the same amount of mana either way. But it's not a bad card either depending on situation. I don't like it don't hate it.
