Yes it is, but good luck finding any anywhere. There more rare then some rare cards in that set

Ahhh. I seriously doubt they'd give such an OP {U} draw machine in Standard. I think {Ponder}, {Preordain}, and {Sleight of Hand} are the closest we'll see.
