Potential Trades

I have been trying to figure out how the Potential Trades option works. Should I only see trades in there that combine my needed / trade binder? I have never seen anything in there and was not sure if that was odd or if I was doing something wrong. (I have previously updated my private page, though that doesn't work currently.)

It lines up cards you have for trade that others need and vice versa.
