LOL  You got me.  It DOES work on non-creature permanent spell on the stack, though.  That's what I was thinking, I forgot about the non-creature stipulation.   :o

Wouldn't that cause a paradox on the stack, where cancel cancels the redirect which means it doesn't redirect the cancel which means it cancels its intended target anyway?

Once cancel cancels redirect it's been used it can't just magically recast itself onto the stack again.  The spell is resolved and spent

I just had an {Ambiguity} flashback. 😂

The redirect will resolve changing the counter's target. Then, as the Counter goes to resolve, it's target is not there and so IT does not resolve.
