It says "other elves," but doesn't specify controllers. Therefore, it does

Thx CB. I not very familiar with old cards of the top of my head. 😓 But I agree. It doesn't specify controller, so it does work on all elves.

Otherwise it would say "other elves you control". Like {Elvish Archdruid}
